Ancient Greeks were very focused on mentoring their youth (and they enjoyed fucking as well, no doubt). Their loving relationships with teenagers were part of that mentoring. They had the responsibility to mentor their young lover and shape him into a wise citizen. They were eventually judged by their peeers for the quality of their work.

Doesn't look like it, I mean this is how the glorious Ancient Athens operated. Keep in mind that the younsters were at least in their teens (some say 13+), they were not little boys. Ancient Athenians got off by fucking smart people/ people they deeply respected (which were almost always men). So the teen boys were eager to get a lover with status and wisdom.

I haven't really researched into that and don't know, but the norm certainly had to do with teenagers. 13+ is not completely arbitrary, it was about the age they thought a kid could start grasping advanced concepts. But you are right that it is just a rough estimation, I don't think there was a hard limit. That said, the evidence I have seen suggests that they liked fit bodies, not boyish ones.
