Two reason I can identify right away:
History and civics are too redpilled so left wing teachers unions avoid it as much as possible. Federal Department of Ed is also subverting proper standards.
We have too many people of genetically certain low IQ. Curriculums have to be vastly dumbed down otherwise it will become obvious that we have literal retards overrepresented in a certain race. Can't have that now can we. Lowest common denominator curriculums hurt what should be normally educated students of average intelligence. If you have a homogenous nation with less deviation from the mean in terms of IQ, you can more easily hone education to maximize results.

tldr American are dumber than they should be because of nonwhites. Google old American tests compared to today's. Night and day.
