I'd venture to guess that they're serious. Fifteen years back it was nowhere near as bad, but things have really gotten knocked up a notch recently. Visited in February and it was full on anywhere in London.

It's even going places that seem unlikely - try visiting places like Redding now. 15 years back you might see an asian or two (gook not british 'asian'). Now you see dudes in dresses with terrorist beards escorting ninjas through marks and spencers.
