He's basically a centrist
Most of his leftist policies are neccessary for a country like Philippines like land reform, government assisted agriculture, massive tax spending on infrastructure, free state college tuition, push for 100% universal health insurance/care

But there are other more liberal(not the SJW term) like the things you mentioned and Freedom of Information which you can inquire government agencies to disclose any documents and accountancy to you

Duterte's political stance is simple. Kill your enemies and don't do stupid shit. He doesn't subscribe to anything that doesn't benefit his country and its people. One wise man is worth more than a comittee of fools.

the big number of the drug war casualty isn't really by his doing. there are lots of corrupt politician and police in the Philippines that when one of their hechman was caught by the authorities, the curropt don't think twice to kill them out of fear that those henchman will reveal their name.
