Every Canadian citizen has the right to obtain an id card. If for whatever reason they cant get a drivers liscense or passport they can get a generic provincial id card which can be used for voting. Im assuming America has a similar system.

Whats would be harder to do? Guess someones name/SSN/current address. Or fake an ID with just someones name on it. Its a complete waste of time because even legit IDs dont scan properly do to wear.
