I'd have to download the pic and look for metadata which I'm just going to assume 4chan hides. I'd then have to subpoena 4chan for the original metadata for the picture because I know they save that data. Once I get the original metadata I'd have to figure out where the picture came from. Once I get where the picture came from I'd have to go to a judge and request a search warrant based on this information. This is, or course, if I was able to find a judge willing to even sign a subpoena on 4chan to begin with. In order to get a judge's signature I'd have to be able to explain what a kid laying next to a pizza means. Being that most judges are in their 60s that's going to be challenge. If I'm able to explain that then I'd have to prove that this picture somehow means child pornography and that I'd need to search the location based on this. So the short answer is...no.

The local agency they give you a list of stuff they are going to ask you ahead of time. It takes about 30mins. I also did a polygraph for one of the large federal agencies. They too give you a list of they stuff the MAY ask but will also throw in different stuff to trip you up. Took about 4 hours. There's also the eye test? Where they test your eye movement? You have to remember, people in high levels of authority who are into this shit have the power to make basically anyone they want into pig food. And they have the motivation and psychopathy needed to do it.
There are limits to what the government can actually do. The worst people on our planet are untouchable. Only nature herself deals these asshats their rightful card. This is the catch-22 of government. Government itself, especially when it gains lots of power, inevitably attracts those who seek to control and harm those they consider lower. And it's very hard to stop this. Pretty much impossible really, for two reasons.
1. Psychopaths at high levels are adept at lying and getting into positions of power.
2. Psychopaths will almost always outcompete good-natured people for contested positions(this is why most politicians are utter assholes) through cheating, lying, and "charming" their constituents.

Sad but true. The worst of the worst are going nowhere. This is why vigilance is paramount.
