Thered be some war for sure, not nessesarilly global though. A country can pull itself put of a recession by fighting a winning war. The US does it pretty much constantly you dont even need to finish the war, just keep "winning."

So in the right evonomic circumstance, yes, the big players will save their own skins by beating on the little guy.
