Because in literally every civilization, since the beginning of time, fair skin has been considered attractive. The human brain is evolved this way. White is beautiful, dark is ugly.

Therefore the most powerful men in every country get the fairest skinned wives. The first generation of elites would be dark-skinned men with white-skinned women. Their children are a little whiter, they marry the fairest-skinned women and have children who are a little whiter still, and after several generations the elites are practically white.

Despite what cucked liberals might want you to think, dark skin, and especially black skin is inherently repulsive.
