If it was a Death hand it would be likley used as device, which would direct units to special other senders that aren't normaly sending, since they shouldn't be known to the enemy. So not sending or jammed of giving out a certian message certian units would switch to the real emergency frequency. I know it was comeing from a russian Military base, now the Sender has moved and is located (the Transmitter at least) near some Highway between moscow and Sankt Petersburg.
