No. Even if a reporter does a bangup job of reporting the facts and only the facts, that reporter (or his boss) still had to decide which story to report on. There is going to be inherent bias just in deciding what events are important enough to report on and what events aren't newsworthy. It's not necessarily good or bad, (it can be either, or neutral,) it's just a part of reporters of being human with limited time and resources.
