This will be due to deep political division and will be done intentionally to prevent civil war between socialist, nationalist, centrist.
The NAR and NAU will adopt the USA constitution and form their own federal governments. From there, they can amend their constitutions by calling for a constitution convention.
The Federal Government of the United States will continue to have very strong influence over the NAU and NAR and likely a protection agreement.
All citizens alive at the time of the legal secession will continue to be dual citizens of the USA and the country of their current resident.

Your view of balkanization is quite immature if you think that it would ever be that myopically simple. The various republics of a balkanized America would be able to co-operate in trade and even defense if necessary. Balkanization is inevitable because all empires fall. This country was never meant to be an Empire, but it became one definitively with the outcome of the War Between the States. As such, it has been destined to break up since then.
