You probably don't have experience running a business. I'm fairly certain that what he's doing is keeping promises he made during election. He probably promised them an opportunity and is removing those that fail to live up to expectations.
The reason why it looks so odd to the rest of the world is that politicians usually don't promise shit or are more subtle going about it. In regular business that's not the case.
