But geography plays a big part.
Spain is far removed from Central Europe, with France acting as a big buffer zone.
They managed to stay out of trouble as did Portugal. We were still talking about conventional war, no nukes involved.
Italy is just around the corner for Germany. Mussolini knew that Hitler had gone batshit crazy and did not trust him. But had he tried to stay neutral, Germany would have just invaded Italy right away.
