I have a feeling the rumors about him being recruited by Trump are true. If that's the case, meeting with the house might be to get comfortable with Mueller expanding the scope of his investigation versus appointment of a second special prosecutor. There is a lot of overlap between all these issues.

I have a feeling that Mueller has already run into these issues and his mandate has been informally extended. Maybe this is Kabuki to make it all official.
