It has limited term tax credits (big ones) for the insurance companies. It was designed to kickstart the entire system. The insurance companies got temporary big gains, but they dropped off fast. There was a crisis last year where most of the insurers left the marketplaces altogether because they were losing money.

When those tax credits expire the margins disappear and insurance becomes a net loss. The rest of the insurers bail and the system completely implodes.
