God is good, that does not mean he is fair. Bad things happen to good people, good things happen to bad people. This is not because god favors evil men, or desires to punish the good. Good or evil are in intents, not outcome. Causing a hurricane or allowing a shooting is not evil for God, because his purpose is not to harm. God allows bad things to happen in order to teach people, help them grow, allow them to show their potential for good or ill, and other reasons we aren't equipped to know.

Suffering in the physical world is temporary. It doesn't matter. As Christ said of the blind man, God does not send harm to punish, but to allow the full glory of his plan to unfold. In a way, it's easy if you think of it like an author and his book. Is an storyteller evil for making bad things happen to his characters? Is he evil for writing evil characters? No, all that is done must be for the sake of the narrative.
