The whole argument surrounding immigration in Japan stems from the fact that the population is aging and there is a huge unbalance between the young workforce and the old workforce. To put it simply, there aren't enough young productive people to sustain the old unproductive people, and this problem will only get much worse with the declining population. Labor cost and etc really isn't the main issue.

However, as you mentioned, automation will fill up the missing young workforce. Japan even said it prefers domestic robots over foreign nurses to take care of the old population. Either Japan will spectacularly succeed or spectacularly fail, we will see it all in our lifetimes.
