75% is the only percentage that would ensure that non-white genes get BLEACHED out in a few generation while also preventing the ethnostate's government from purity-spiraling into never ending conflict and abuse (genetics tests would be faked to serve political ends if 99% purity was required).

It's easy to see who is white and who is not, we shouldn't focus on the exact genetic composition too much.
