Im assuming its a cop out to say "The West" or "The Orient" and you want me to pick a specific nation/empire and a time period to go along with it.
I'll take Britain from about the time of the Tudors until WW2 and the loss of its empire to America. Wound up conquering a massive amount of land and came up with a huge amount of the best art (Shakespeare) and science (Newton). Many of their colonies were much better off being governed as colonies than they've been since independence

Based on years alone, it's one of those ancient pre-greek civilizations: asyrian, babylonian, sumerian, mesopotamian, etc. Created language and writing, defined politics and systems of ruling, discovered agriculture, husbandry, and so on, religion, barbers, trades, metallurgy, engineering, and basically created the basis of western civilization.

When you think of the romans you think of diet-greeks, a stopgap in human civilization. They had aqueducts, colosseum games, roads, warfare, but not much else, and a whole lot of degeneracy, which led to the fall of their empire (obviously among other reasons, such as corruption, and disease).

With respect to the "We wouldn't have y and z were it not for x" way of thinking, from a citizen's point of view (not in the cancerous Howard Zinn sense), post-WW 2 America. Not even close. Real opportunities for social and economic advancement. Tacitly agreed upon arrangements to protect the weakest while still allowing the strongest to function with minimal restraint. It was so successful that people who, a century prior, would have accepted it as their lot in life to suffer, came to truly believe that they were as good or better than their neighbours because the zeitgeist encouraged boundless optimism. Then the day came when civil service decided it was worth as much as private sector, and the Greatest Generation got old, and the bills ran out of control. It tried so hard and got so far, but in the end, it discovered it doesn't even matter.

Love it or hate it, you can not deny that Israel is the only western civilization which is at present even remotely internally coherent. The others are all hemorrhaging and will be shadows of their former selves in a century or less so long as trends continue.

Also judaism has an advantage in that it is a western civilization which has proven to be coherent even when devoid of a nation state (see diaspora). Keep in mind stormlets that I m defining west civ in terms of liberal (true liberal) politics and advancing science/tech/art not muh genetics.
