My guess would be that Macron wants Libya, Italy, France and other EU states to cooperate in "rescuing" migrants off the coast of Libya, then bringing them all into camps run by France and other EU states. There these migrants who were rescued and all other migrants asking from elsewhere, could put in their asylum requests.
So far, so good, the question I have is whether there is then some type of quota how many people can come to the EU. If the whole thing is unlimited, this would not work at all. But if there is a limit, how do they decide who can come and who can't? Also, how will France make sure there won't be 200 million people coming to these Libyan hotspots all claiming asylum?
Anybody in the know can shed some light on this? Why is Macron saying this should be set up "this summer", if this is completely impossible to set up within the next 12 months?

So why have people said for years it is impossible to run camps in Libya with EU money and EU personnel? I don't understand.
