Using the "This State Is In Trouble Letter" combined with the "Bus Bomb Letter" and the Z13 Cipher found inside of it, called the "My Name Is" Cipher it reveals that there was a continuation of the killings after the Investigation called the Church Hearings.
The investigations were discovering their ringleaders and their subordinates in the DeltaMKIIUltra experiments and subsequent Co-Intel Pro Operations, so they set up the next phase in the long term plans that were arranged to continue into New England surrounding Vermont's newest member of their political wing.
