I mean... I don't see how people opposing his military reforms will result in more recruitment. I think the average liberal is more likely to protest the military than to join it in some weird attempt to reform from the inside.

Trump is master baiter.
He purposely says outlandish things to provoke responses that further his agendas.
Predictably, certain people become outraged and this causes widespread discussions. The vocal left spread hyperbole into the stratosphere.
Eventually, trump silently concedes something, but in actual fact he eventually gets what he really wanted. Sometimes it is a diversionary tactic used to focus the public and media on something trivial, which then allows him to focus on something important without too much scrutiny from the left.
A true master of public manipulation.
