Healthcare companies know that 5% of their customers will use 50% of the costs associated with Healthcare.

What should we do about this?

Do we take the old libertarian style route where they just don't get healthcare because they are too risky to insure?

should we take the Obamacare route where people that are reasonably healthy pay for their healthcare?

Should we take the Trump route and get the lines out of the states?
