New world order after global nuclear war

Nuclear war happened, nuclear powers are largely destroyed and suffer of anarchy and starvation
rest of the world suffers of the other consequences including fallout, the survivors of all nations of the world eventually call for an international conference to establish a new world agreement, what would you propose? me:

All nations must have a military power not exceeding a defined limit based on the average capabilty
Big countries must split into confederations of smaller nations or sovereign countries
All nations are required to intervene if a country poses a threat by expanding its military over the limit and responsible political leaders would face execution as a punishment
Nuclear weapons are banned, researching or working on nuclear weapons will be considered a threat to umanity and punished harshly
It will be forbidden to build new weapons over a certain caliber and size, new weapons will need to be designed for a defensive purpose
Big forests and world heritage sites will be internationally protected, ie brazilian states will not be allowed to do whatever they want with the amazon rainforest
