There's quite a lot of taboo around exploiting Africa. The reason China is so rich is that they exploit themselves. It is difficult to just whip a civilization into form and shape, your clear cut goals would be what? It would take a lot of effort to lift parts of Africa into that state, where everyone can go to whole foods, in the continent, and every house has air conditioning, and access to nuclear grid, college in every other town. Why dont you start with lifting everyone in America out of poverty? Make sure every american town has no broken down shacks and shanties, and has no crime.

But ok, yea, I don't see what should stop you if you go to some leaders there and say "I know how to make all of your lives better, you just have to listen to what I say", and then we check back in in 10 15 20 years and it looks like something we could find in America, yeah sure, why shouldn't you do that.
