2.assad has is part of an ethno-religious group, the alawites who know they have to keep him in power because they are a minority and if he gets ousted they know that the sunni majority is going to buttfuck them and take all their power and economic opportunity at the very least if not take more explicit revenge. gadaffi had no large=ish ethnic group who were bound to be on his side
3. russia had reason to help assad stay in power as a key ally in the region. gadaffi didn't have any allies woth a shit.
