Your hypothesis is also wrong. What is stopping the US from enacting pragmatic, hands on policies? Singapore can engage in such policies because it is effectively a party dictatorship. The PAP has always controlled greater than two thirds parliamentary seats and the Prime Minister, so any legislation this party wants goes through. This situation doesn't exist in the US.
