-Geography. Eastern Europe has less access to the sea and trade, which was always main wealth source for nations. Russia in general is landlocked. The land is generally fertile and can support the popoulation, but because of poor transportation and lack of extensive river network that are in say, Rhine valley, or Mississippi river network (which is hugely beneficial to US Agriculture), food in Russia, may simply rot in field, because there's nobody to carry it to major markets. The difference in infrastructure can still be seen in Poland, where western (ex German) lands are more wealthy than eastern.
