What's so terrible about that? I'm talking about people who have a sexual desire they have no control over, and choose not to act on because they know that doing so would be wrong.

We can't go around criminalizing thoughts and desires. That way lies madness and oppression. I've thought about and wanted to steal when I've seen things I want but can't afford. I've wanted to punch someone when I've been mad at them. But I didn't, because I knew it would be wrong, it would harm someone, and it would get me in trouble. My thoughts and desires harmed nobody, and were just that, just thoughts and desires that I didn't act on. Why is it any different if someone has a sexual urge they choose not to act on?

My "sympathy" here has more to do with that than real sympathy. It's about having an internally consistent morality. As such, it goes out the window the instant they act on it, commit an actual crime, and harm someone.

Like I said, actually acting on it would be barbaric, and should be punished way worse than stealing. But if they choose not to act on it, it's just a thought.

When I use stealing as an analogy, I don't mean to imply that it's a similar crime. Of course child abuse should have a harsher punishment than shoplifting. But my point is that having a thought of committing either is not a crime.

Do note that making actual physical plans to do either would be criminal, even before the actual act is committed. And if there's physical evidence or collusion between people involved, it can be prosecuted.
