Its kinda similar to the older concept of the pacific northwest being the great american redoubt for white seperatists to move into and break off from the rest of the USA.

Difference between the redoubters and the cascadians is that cascadia isnt really about race (though it attracts a lot of white supremacists who think it is). Its main points are that the eastern govt is too out of touch with reality to govern the farthest more remote reaches of the country effectivley. They wanna seperate away from the feds and do their own thing free of east coast curruption and tyranny of majority that lets more populous and wealthy eastern states run roughshod over the northwest.

Theyve also worked environtmentalism and localization of food production in to make it more appealing to seattle and portland hipsters.
