The reason this is:
In the formation of our 2nd constitution there was a rift in the ways the states wanted their elections to be held. Some from more rural states knew they could never compete with the emense populations of states like Virginia, so they wanted a proportional voting system based on a people/land ratio. Establishing the republic we have today. America is not and has never officially claimed to be a democracy, we vote in our districts for a representative to vote on our behalf.
