So long as you fit certain requirements, such as age, citizenship, and mental fitness, you fill out a form which allows you to be randomly selected for the house of reps or the senate. Your identity remains private to the public, with your name being replaced with what state and district you come from. Sharing of your identity to any party outside of the state results in execution if found guilty. After your term is up, your identity is made public, so that people can tie a name to a face.

More stringent selection requirements can be made, but the three I outlined earlier are likely the most reasonable to be put into practice. Having a "whites only" requirement might be what you consider ideal, however, it is completely idiotic to think that anyone would agree to that on a large scale. So idiotic, in fact, you could be considered to be a "nigger".

A Hierarchy is the simplest alternative. You make decisions with the people directly above and below your social class, decisions and action propagate up and down through the same channel. This is essentially how businesses work. It is also meritocratic as well in most cases.
If you can find an objective way of measuring social success that everything will naturally agree with, you will basically remove the need for the state and government.

Democracy implements a hierarchy of 2: citizens and leaders, where leaders are selected based on who is most popular. This gross simplification works well to an extent, but starts to fail in politically diverse electorates.
The solution to that problem is republicanism, which creates a hierarchy of democracies.
The real problem with this, is because although people are represented well, they are not when the group of democracies don't agree with them. Also if you divide people up too much there are fewer and fewer laws that people have in common. Which can escalate conflict.
