It's two roundabout: one clockwise on the outside and one counterclockwise on the inside.

This way you can choose the shortest way around, instead of always having to do a 3/4 circle to go right.

The weird circles are miniature roundabouts to switch between the two big clockwise/counterclockwise roundabouts.

If you don't care for all that you can just take the outermost roundabout and it will be pretty normal except for traffic coming from the inner roundabout.

This is actually true. Except the military part. The highways were designed to allow transportation of goods. Turning a big rig on a roundabout is a hell of a lot harder than on an intersection, plus quite a few other ways our highways were set up for simple navigation and etc.

The reason why LA has alot of traffic is very simple
Sprawl and few highways
The 91 is a very wide highway. 7 lanes and 3 "express lanes" which are like carpool lanes with tolls.
LA doesn't have many high rises. There's suburbs extending 50 miles east, and at least 20 miles north and south. Just constant sprawl.
Everyone wants point to point transportation. This area has commuter rail and LA has a Subway system. It isn't used as much as it ought to because once you're at the station, buses are hardly around.
The entire area has exploded in population over 30 years. I'd say hardly any building here is older than that.
CA has no money. The roads are shit and smooth highways are few. When improvements get made to highways it's like a fucking celebration with signs and bullshit posted everywhere because it's so uncommon. I've heard people say that if there weren't people driving 80+ on the highway, traffic would be worse.
I hate this fucking state. While LA pollution isn't nearly as bad as places in China, it's enough for you to see if you look at the skyline. It's still a fucking sprawl of a state.

Well, guess what? It doesn't. With our combination of bikefags, massive traffic, no one using single lights and people with no moral or ethics, it's one big fucking mess.

And due to our traffic and lack of any foresight, the traffic gets even worse as the roundabouts at intersections get blocked ALL WAYS. Meaning not just one direction, ALL DIRECTIONS get blocked because everyone is stuck on the roundabout blocking the other direction of traffic. This. Spent 3 weeks driving around western US this year, and while some areas might not be 100% efficient due to the lack of a roundabout, or the annoyance of having to stop at a stop-sign every 500 meters, it was the easiest and most relaxed traffic environment I've ever encountered.
