What decline? In one way or another they have always been this way. I guess they made the transition from being docile people who knew nothing but work to uppity and entitled people. Theyve always been violent people.

A combination of

a) Welfare state allowing people to get by without aspiring to a common standard of decency

b) The white Americans (and the West in general) taking a godawful moral relativism approach to culture where everything is different and unique but not of any higher or lower quality and value, the abhorent embracing of black street culture as being not just acceptable but glorified. Ontop of that you have the blacks themselves shaming anyone who attempts to better thenselves as being coconuts etc.
