Originally, the motive was to have the ATF raid the Waco compound because the Davidians allegedly owned firearms that were arbitrarily made illegal under Clinton's assault weapons ban (no illegals weapons were found IIRC). The ATF was up for budget cuts so they intended this to be an operation to justify continued funding - hence why they brought in the media to film the raid. Unfortunately, the ATF got their asses handed to them, all caught on camera. Government gets butthurt, sends in FBI to siege Waco. Janet Reno changes the government's motive midway from arms raid to the much more sympathetic "we must save the children from the cultists!" Negotiations were set where the children would be allowed to leave the compound for concessions, but the FBI refused the negotiations because they don't negotiate with terrorists. After days of exchanging fire and psych warfare (the FBI would play records of rabbits getting slaughtered to wear the Davidians down while they tried to sleep), the FBI suddenly snapped and decided to just raid the place. Incendiary devices were planted in the walls using Bradleys, something sparks the fire, place burns down killing the children. Government still makes excuses for its incompetence to this day, and Waco pisses off other crazies who strike back at the government (see Oklahoma). tl;dr, we must kill the children to save the children.
