There's two minds in architecture.

Artists who don't care for efficiency and want their name on something.
Architects who are hired to make a building and told to cut costs as much as possible.

There's a bit of overlap depending on the purchaser of the plans hence why alot of skyscrapers are purposely made to be attractive but alot of buildings are just made one way or the other.

I personally hate both mind sets and there's definitely an overlap for having good looking buildings that are efficient to build.

Its why people refuse to live in flat blocks because the majority look like cattle farms from the outside when they'd love it if they looked like the luxury kind, despite there being little cost difference in production.

As I understand this outgrowth monstrosity was to be all glass, so the interior was well lit, spacious and inviting. I understand the point you're making, but that comparison isn't exactly fair. The World Trade Centers were specifically attacked. Most buildings that get bombed or burned or have a plane crashed into them directly do not remain in usable condition.

I think it's down to the methods of education/building we use today compared to the past. Now people are broadly educated on a range of subjects and building work is partly automated, and done to specification and regulation. In the past, apprentices would train solely on architecture or sculpting or masonry and so a smaller amount of highly specialized experts would design buildings. The downside to that was the time/cost of making stuff, but the upside is it looks a lot more ornate and artistic.

It would be impractical to build in the same fashion that allowed for classical architecture. That doesn't mean modern buildings can't look good.

Also equating tech to cultural development and empire health doesnt work. The british empire that collapes just after ww2 proves this. They had MORE tech.
