To be fair, what they did isn't illegal. There's no "duty to act" law unless you are in certain jobs (like cops or paramedics) so they aren't obligated to help. In fact, depending on the state (this was FL, not sure what the law is there) they can be sued if they try to help and injure him further or kill him.
That said, it's incredibly fucking cruel to not only watch but mock and video it without even calling for help. If they called 911 immediately and then watched I'd understand, but they straight up let this guy die.
