I have my PAL. There is no such question on the application.

They only ask if you are divorced/separated from a spouse or common-law partner within the last 2 years, if you've had a job loss in the last 2 years, or required psychiatric treatment in the last 2 years. And answering yes to any of those questions only opens your application up to discretion and doesn't outright preclude you from getting your license.
