Depends on your definition. For instance might is right is not a philosophy but a universal law. Those with influence/power to do something and the desire to do so are capable of doing said thing. It's so obvious that it sounds retarded. This isn't meritocracy though. Accruing the power to nepotistically place your tribe in important positions is not meritocracy, because meritocracy implies they are the best for the job and not the best at getting the job. So someone who is really good at interviews might not be best for a job but gets hired anyway. Meritocracy is a specific system and not a general term like you are probably thinking.
