The colonial governments were extremely efficient in some instances. An apartheid like state is lucrative for obvious reasons, and has been the norm in many countries. From what I understand Russia actually functioned this way for quite some time, with Nordic leaders ruling over the Slavic population. My history is a bit fuzzy though.

In general a government will expand indefinitely because an institution, once created, will not allow it's own destruction. So your best case scenario is a newly formed government, which is created by men from a developed civilization, and is ruling over a people that are wholly dominated. They don't have to be ethnically distinct but that obviously makes it simpler.

As someone that has worked for the federal government, I could not agree with this statement more. The funding given to your program is quite literally determined by your ability to max it out. That is to say, if in a fiscal year you spend far less than what you're slated to spend, you will likely see your budget reduced the following year. To prevent that, agencies spend a shit ton of money August-September on things they don't need so their program doesn't get reduced. I mean literal bullshit stuff, just so they don't lose money the following fiscal year. As such, every year the agency gets more and more bloated without any real need for it.

The stairs quoted for $65000 is from previous projects and parks unrelated just to get a quick quote for possible estimate of cost and budgetting. The stairs made by the stupid fucking old man is horrible. They are not to code, large incline/slope, rails are mounted to the steps and not the ground, narrow stairs, only one rail, no lighting, landings are boxed ground and will be hazards with snow/ice and mud/rain. THe top of the stairs lead to a guardrail for parking lot. Money allocated might be related to remaking the parking lot into a walkway and adding longer walkways.

Nothing relates to the actual costs of labour - the old man worked for free and hired a fucking bum to work under the table. If you use proper, treated wood, this project alone would be several thousand. Add concrete base and it doubles or triples in cost. Add wheel chair accessible ramps and its 5-6 times the cost.

Theres so much missing from this that it is just bad journalism and an easy facebook headline post so people can get made at government.

For a stairway in the park this would be fine and is the most economically efficient solution. It was a matter of the government getting sued for allegedly not protecting his guaranteed rights as a Canadian.

Much different than suing some guy for building a set of stairs or even a guy who physically harmed someone.

So lets say your father who is still employed gets murdered by someone, and you can prove that you're a dependent. Then you would be able to bring forward a civil suit to sue for the money he would have made in his life.

However, since my aunt didn't have any dependents, that path isn't available. I mean, I could sue the guy, but the damages would be insignificant and it may not even cover the legal fees.

Omar Khadr can sue for 10 million because he was involved. However, if Omar died, I'm not sure if his nephew would be entitled to a major lawsuit. There would be no way to prove any actual damages.

If some guy fell down and broke his neck/died on those stairs, then maybe the builder could get sued. I am curious though if they would have to prove it's because of poor construction rather than just an accident.

It's not that civil suits don't exist in Canada, it's that they don't really include punitive payments like they do in the US. So the years it takes in court often isn't worth what you'll actually be paid. My family also had a bad experience with a doctor here, and we wanted to file a class action suit against him along with some others of his victims/patients. However, the law firms we took it to told us that while we likely win the case, it would be tied up in courts for years and in the end it probably wouldn't be worth their time.

also, these stairs meet no code on earth, they're not properly anchored in any way, shape, or form, and while spending 65k is definitely not the answer, neither is this. you could definitely do this for under 65k but the city is planning for longevity and higher foot traffic than these stairs could handle. you're probably looking at excavation of that slope with heavy (read, expensive) equipment, installation of a reinforced concrete retaining wall and steps, regulation hand rails, all the shit to keep people from slipping, skaters from skating, and homeless people from homelessing all over the steps, then you have to insure the whole damn thing and do some kind of beautification cause liberals and I can almost guarantee thats a reg in toronto that all new public construction must have a beautification aspect to it; so you'll be looking at installation of planters and trees likely, maybe a sign saying welcome to the park.
