Well that's the thing. Rosenstein needs to pressure Mueller to stay on the case or redefine the parameters. Trump may have some wiggle room there. That's what they'll be looking for.

The plan is to use the cloud of the investigations to win back the House. They won't actually impeach Trump unless there is something serious found.
