What lawful measures would the federal government take to ensure that states paid up and at what rates would the states be taxed by Washington? Would it be based on population? Economic output?

First thing we do is have a eugenics program where we offer people $5000 to sterilize themselves. Low IQ people, or rather R oriented people, won't resist because they can't. While I do agree that it would dramaticly alter the political environment, I do not think it would result in the 17th ammendment being repealed. I do think that senate seats would be more hotly contested, and I would like to think that this would result in a decrease in partisanship as senators would be compelled to focus more on their states issues than to tow the party line, but it's hard to predict the ramifications.

I figured the tax burden could be split by congressional seats, so that the more politically powerful states would also be responsible for a larger amount of the total budget, and could not "gang up" on the weaker states. Plus representation is also based somewhat on population. A tax based on economic output would deincentivize economic output and is easier to find loopholes in.

The issue of states accountability is an issue I admittedly don't have a good answer for. If a state is unable to pay, then a cut in federal assistance would likely make the situation worse. Also a loss of representation in Congress doesn't seem like a good idea. The best I can come up with is essentially what happens when a state goes bankrupt. Increased federal control until the situation is resolved and a poor "credit rating." This has its own issues.

I've always viewed the gray area where politics and economics interact as the area where things can get a little "icky" and controversial. I think we would absolutely see a movement to repeal the 17th amendment or at least allow some flexibility. After all, if the state legislatures are going to be footing the bill then they will certainly want a say in how that money is spent. Also, with more emphasis on states instead of individual partisanship and ideology it would certainly be more difficult for the federal government to approve a raise in taxes. Aside from the "rewiring" of our political system, I don't see a lot of inherent flaws in the plan.

I like the idea of having an intelligent voter constituency, but IQ tests are too tough to implement in practice, as they are too inconsistent by the individual but decent in the aggregate.


There's already a precedent for this: only landowners can vote. It also makes sense; they're also the ones who are invested most in the country so they have the most to lose if it goes to shit. This is also one of the reasons monarchy works; they're not pumping for 4-8 years then dumping right before their term is over. They're invested in the long-term too.
