If the population of a particular group decreases then you might see a reduction in "number of crimes" even if each individual, on average, is committing more of them.

I think common degenercy is one of the reason a lot of people don't become police officers. Like prior drug use or prior offences. I'm sure there are people out there who would make great officers but wouldn't pass their entrance exams because of their past.
