In a large modern 1st country in NATO like France a lot of military spending is just waste and corruption. It's much better to spend that money on infrastructure and improving the lives of French people in tangible ways.

There is virtually no risk of an armed invasion of France, they don't need to spend so much money. In fact, if they were ordered to the military could easily round up and deport every single illegal immigrant and refugee in France and stop all the boats even if the military budget was cut in half.
