I still don't get why govs insist on paying gibsmee people money to live in high cost cities.

Personally, I would make large cities "gibsmee free zones". If someone wants to have gibsmees, he or she should live in low cost areas, such as small, desolate towns which have been abandoned or other countryside areas where housing is cheap and plentiful.

Here in Germany, there are areas where majors practically gift people apartments as they would otherwise remain empty. Why pay for apartments for people in cities with high housing demand? Makes no sense!
