For example, on my deck, I had to have three inspections at certain stages of construction. Each inspection could be a different inspector. So, if you were to piss off the second or third inspector, he could go back and say the footers aren't up to code and you'd have to rip everything out and start over.

Honestly, I'm asked to put in a certain number of work hours a year and that ends up being around 5.33 hours a day. So in an average work day I'm supposed to work less than two-thirds of the 8 hours I'm scheduled for and management has to work even less. Not sure if this is how every department works though. Also vendors tend to build systems that you can't wiggle out of easily so you end up gripped by the balls if you decide to play the free market for a cheaper alternative.

The guy built the stairs for 500, probably could have done it for cheaper, and probably could have done a better job sure... but for substantially less than $65,000 you can easily get a prefabricated stairway that does meet codes and do a bit of landscaping to fit it into the berm.
