As for your question, Germany has been occupied by the US (that includes UK and France) and USSR. USSR / Russia has eventually left and let Germany reunite and even let that part to join NATO, but US is still there. In other words, just like Japan, Germany is still occupied by the US and is not independent. But the biggest issue is economy. Germany probably depends a lot on the US market.
