It says you can deport people back to the first country they entered if you can prove they entered the EU there first AND the people are not subject to degrading or unjust treatment. Courts have repeatedly said that Greece is so fucked up that you cannot deport people there (changed in March of this year). And then there is a 6 month period in which you need to deport or you are responsible. Also, if you got family in Germany, you can appeal any deportation request. Lastly, the responsible country such as Greece can refuse to take back illegals... which Greece does on a consistent basis.
