There's a compromise you can make here if you're willing to say a lot of people died in concentration camps but there was no program for it.

Here's the breakdown. Every country had internment camps during WW2. Germany just happened to run out of supplies while running internment camps. My grandfather was in the land forces on the Ostfront, and towards the end of the war they were baking sawdust into the rations to make them last longer. If that's what you're feeding your soldiers, what do you think you'll feed your political prisoners?

Everyone had internment camps, Germany had more than most because they were capturing territory and didn't want insurrections, Everyone else (except the USSR) had enough food to keep their political prisoners alive. As for the lampshades, that's what happens when you give desperate people full control over someone they don't like. Americans did the same in Iraq, now imagine that scaled up. You need to order guards not to torture prisoners, and the German leadership had other things on its mind.
