This is already well trodden ground in Heller v DC. The 2nd amendment protects a right for the ordinary citizen to keep and carry arms for offensive or defensive purposes. The 2A like every other right applies to the individual and not an organized state run group or vaguely society at large.

It does mean "the people" and it goes back to ideas by Montesquieu on when a people has the right to revolt against it's government. Since the US was formed by a people revolting at it's government, they could hardly justify a constitution that would have stated the opposite of the 2nd amendment or they would have admitted to being ursupators. The whole point with it, is that the government always must fear the people. And that's a really cool thing to have in a constitution.
